`kctrl`: Allow users to use Helm charts in local directory while releasing

**Describe the problem/challenge you have**
While using `kctrl` to release artifacts built from local directory, `kctrl` defaults to using `ytt` in the templating step

**Describe the solution you'd like**
`kctrl` could introduce a mode "Helm chart from Local Directory"
Alternatively it could attempt to detect if there are helm charts in the directory and add a templating step if so.
