`kctrl`: Allow users to supply data values via flags similar to ytt

**Describe the problem/challenge you have**
Alternate methods of adding values file similar to the experience ytt provides

**Describe the solution you'd like**
This would allow users to easily configure their PackageInstalls
How they take priority over each other or get merged should be similar to `ytt`

**Acceptance criteria:**
- [ ] Have flags that have parity with the ones exposed by ytt
- [ ] Tests
