Set up Github workflow for publishing

# Task Description

We need to add a Github workflow that:
* Generates the Markdown documentation from the `qhelp` files.
* Creates a query pack.
* If the query pack's version is a snapshot, removes the currently deployed version.
* Publishes the query pack to Github.
