[FEATURE] Ability to have dynamic Cardano blockchain parameters providers (e.g. slot length)

Since certain parameters may change over time, it would be desirable to have either easy changable to configurable parameters, in addition we could write something like a module which integrates with e.g. blockfrost and others to get latest parameters

No files, tests, or entry points are named. Start by locating the deterministic conversion code that uses fixed Cardano parameters, then review how configurable values could be supplied and whether a Blockfrost-backed provider fits the library boundary. Done means the changing parameters can be obtained dynamically without breaking existing conversions.
