Update stake registration certs to latest era changes

The current certs used in the stake registration and de-registraion would be deprecated in the future era. So the stake registraion and the stake de-registration operaitons needs to be replaced with the new certs supporting new era changes.

No repository file or test is named. First locate the stake registration and stake de-registration operations, then read the linked Conway Ledger comments and CIP-0154 to identify the replacement certificates and era requirements. Done means both operations use certificates that support the new era changes and no longer depend on the deprecated certificates.
