Description

**Background**

Initial conversation found on Slack https://cognitive-app.slack.com/archives/GVAG3EPDG/p1605814844105500
Prototype: https://codepen.io/photodow/full/pobqVNa
Carbon chart's implementation: https://www.carbondesignsystem.com/data-visualization/basic-charts/#gauge

## Use case
@photodow feel free to edit:
> Here is a basic use case I’m planning on using it for. In Carbon Devtools I’m marching towards a page validation that the user can run, and it’ll generate a sort of report. This report I suspect take into account all the rules and results that were validated, and this gauge will sit near the top to provide the user with an overall percentage of how their page meets up to the given rulesets validations. If you’ve ever ran a google lighthouse report it’s kind of like that.

## Goal
1. Tweak & finalize a design of gauge chart for above use case
2. Contribute to Carbon Charts library?
