Please use check-notices to trigger rebuilds

Snapstore uses review tools to notify and email about rebuilds.

Imho snapcraft-poller-script should kick in and do such checks, at least on weekly basis, for snaps that are otherwise detected as unchanged.

Start by reading the snapcraft-poller-script entry point and how it currently detects unchanged snaps. Investigate how check-notices reports rebuild needs, then determine how to run that check weekly for otherwise unchanged snaps. Done means eligible snaps are checked and rebuilds are triggered when the review tools indicate they are needed.
