[feature request] Add basic issue templates

### Feature Request Description

I would like to see two basic issue templates be added. One for bugs, and one for feature requests.

### Problem Statement
without a template, it is too easy for people (myself included) to just open a super brief issue that is rather incomplete with very little context or information in it. I am going to be opening a lot of each in the near future and think this would be a easy QOL improvement and a

### Proposed Solution
Make me maintainer ( :smiling_imp: ) and I will add two simple issue templates to the pycloudlib GitHub repo.

### Benefits

Both maintainers and contributors would benefit from this QOL improvement! And the effort to do this would be incredibly low. And the sooner the better!
