COS Integration / Patroni dashboard showing two leaders

## Steps to reproduce
1. Follow tutorial to integrate COS and Charmed PostgreSQL
2. Turn off primary postgresql machine

## Expected behavior
I expect to see only one leader in the dashboard
The off machine to show as down

It will be great to have a box that shows the name of the leader
And how much time that machine has been the leader

## Actual behavior
See Patroni Leader "Yes Yes No"
