Description
This should be deterministic (not require an agent to run) and work pre-packing (not part of charmcraft analyse).
Likely the charmlint tool in [cantrip](https://tonyandrewmeyer.github.io/cantrip/) can be a starting point for this.
It should also cover the OP083 rules, or there should be a separate tool for that.
