Set Storage Location on Installation

**What are you trying to do?**
As a user I would like to set the storage location during the installation process.

**What's your proposed solution?**
Provide an option during the installation wizard to set the storage location.

**Additional context**
Note- on Windows installations there are issues with changing the storage location registry key causing authentication issues. The work around is the copy the entire C:\ProgramData\Multipass contents into the new storage location. This is not evident and a bad experience for the user.

Start by locating the installation wizard and the Windows handling for the storage location registry key. Review how existing installation state and authentication data are preserved when the location changes. Done means the wizard offers a storage-location option and changing it avoids the documented authentication problem, including the required data migration.
