Check to drop MicroCloud specific cluster member removal command

There are currently two commands:

1. `microcloud remove `
2. `microcloud cluster remove `

Whilst (1) removes the member from all Micro* services and LXD, (2) only removes the MicroCloud cluster member. All Micro* services have this command.
Usually running this is not necessary as you would always remove a member from all clusters, however it might be necessary for recovery scenarios.
