Description
Initial support for cluster recovery has landed in [MicroCluster](https://github.com/canonical/microcluster/pull/149). MicroCeph should consume the API introduced there to allow a cluster with permanently lost quorum to recover.
Address changes as a part of cluster recovery are planned but not yet implemented. No code changes will be needed once MicroCluster supports changing addresses.

Start by reading the cluster-recovery API introduced in MicroCluster PR 149 and determine how MicroCeph should consume it. Done means a cluster with permanently lost quorum can recover through that API; address changes are out of scope until MicroCluster supports them.
