Support older Intel GPUs

It would be nice to target older Intel GPUs. On an old system, an old GPU should still outperform an old CPU. We can target older, but only within reason, only if OpenVINO supports it.

Determine which older devices are supported within the project's stated limits, then identify the inference snap configuration or entry point that controls device targeting. Done means supported older GPUs are recognized and usable without claiming unsupported hardware.
