Description
### Enhancement Proposal
if someone tries to use `oauth_tools` on a k8s cluster with rbac enabled, it will fail. We need to add the necessary rbac rules to the dex manifest.

Research direction
Locate the Dex manifest used by the iam-bundle and inspect how its Kubernetes resources are defined. Confirm the required RBAC behavior for oauth_tools on an RBAC-enabled Kubernetes cluster; done means the manifest includes the needed rules and oauth_tools no longer fails.
