Description

A user reported that our .NET runtime builds for .NET 8 and 9 consumes an additional 128 MB of RSS memory compared to Microsoft builds. I could also see a higher RSS memory usage about < 2MB more (**not 128 MB more**).

I assume that this is probably related to our compiler flags.

Further investigation is needed.

Research direction

No source files or tests are named. Start by reproducing the RSS comparison for the .NET 8 and 9 runtime builds, then inspect the compiler flags and compare the results with Microsoft's builds. Done means explaining the reported difference and identifying whether the build configuration causes it; use Launchpad bug #2111277 as supporting context.
