Cloud-init's hotplug code isn't included in status output

If cloud-init's hotplug logs warnings or failures, `cloud-init status --long` is oblivious to it. Since this dynamic behavior is a supported feature of cloud-init, it should be integrated to use the log exporter to warn of hotplug failure using the same user interface.
