It would be nice if there was a pacman config module.

Ideally the features it would allow would be to add archlinux repositories, and install packages.

No files, tests, or entry points are named. Start by surveying the existing cloud-init configuration modules and package-installation paths to determine how repository configuration and package installation are handled. Done means a documented Pacman module supports adding Arch Linux repositories and installing packages, with coverage for the requested behavior.
