External systems (Stores, TO, etc) are not available

This issue will capture test executions that failed due to outages on the external systems.
This is different from #165 in a way that the other one captures internal PS6 outages.

Review the failed test execution represented by the attached image and compare its cause with #165's internal PS6 outage scope. Confirm whether the failure is caused by an external Store or TO outage; done means the incident is recorded here rather than under #165.
