Description

*Please describe the question or issue you're facing with "Bootstrap highly available Juju controller on top of a LXD cluster - Canonical OpenStack documentation".*

Add documentation for working around snapd error:

`bootstrap@ob76-node8:~$ sunbeam juju register-controller mylxdcluster-default TOKEN ->
/user.slice/user-1000.slice/session-18.scope is not a snap cgroup`

Can be temporarily fixed with:

`systemctl start user@1000`
