Not clear how to assign IP address for HA Juju controller

In the page above, `172.16.1.248` was assigned for the first Juju controller as an example. However, I cannot find any prerequisite mentioning to the IP address allocation or if it's a static IP or from DHCP.
If it's a static IP, where are static IP ranges defined? If it's from a DHCP server, where is the DHCP server with what kind of configurations? We assume 3 physical hosts only here.
On a side note, do we assume a dedicated subnet for 3 LXD cluster hosts and 3 Juju controllers? Or do we assume it's shared with the main subnet of Sunbeam (e.g. OpenStack API services)?
