Docs / EPA Orchestrator

#### Context
What I am understanding from the [docs](https://canonical-openstack.readthedocs-hosted.com/en/latest/how-to/misc/using-the-epa-orchestrator/) is that is used for CPU pining and huge pages
I also see it gets auto-installed on any deploy that is on the 2024.1/edge channel ATM

#### Questions we should clarify in the docs
Will it just be around in an idle state unless I configure CPU pinning and huge pages?
Is it safe to ignore this is being installed on deploys that do not need CPU pinning or huge pages?
Is it installed on every sunbeam machine no matter the sunbeam role or just in specific role types (eg. compute)?
