Issue: Fingerprint reader option is not available in GNOME Settings for authd user.

### Describe the issue

This bug was reported by me starting from 24.04
https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/2133196
The fix must be provided in the 26.04 cycle, but the bug is still active.

### Steps to reproduce

Install Ubuntu 26.04, configure authd and sign in with authd user, navigate to the user settings in the GNOME settings app, and you will be unable to see the Fingerprint setup option (this option is available under local account).

Start by reproducing the missing Fingerprint setup option in GNOME Settings with an authd user on Ubuntu and compare it with a local account. Review the authd integration points involved in exposing account authentication capabilities. Done means a supported fingerprint reader is offered for setup for authd users without removing the existing local-account option.
