Move away from "verified" orgs to more descriptive states

Description
The current "verified" organization label is too coarse and doesn't communicate what an organization is verified for.
Tracker should move to more descriptive compliance states. For a (very rough) example:
- PSD: Regulated
- PSD: Voluntary
- PSD: Not applicable
