Rules with tables not saved for all pages

I defined tables for 19 pages but when I do "Extract Again" and "Select Saved Rule" not everything loads correct. It looks like rules are saved only for 8 pages. But If I check on rules via http://0.0.0.0:5000/rules it looks like the JSON object has rules for all pages (table_areas have strings with numbers)

Reproduce the issue by defining table rules for 19 pages, using “Extract Again,” and then choosing “Select Saved Rule.” Compare the rules shown at http://0.0.0.0:5000/rules with the rules loaded by the selection flow. Done means all 19 page rules load correctly and their table areas are preserved.
