This extension https://github.com/daveleroy/sublime_debugger seems to be a good base.
it sounds there are no examples using Java DSL included. There is a Pull request opened for Java DAP integration https://github.com/daveleroy/sublime_debugger/pull/106 I think we can get good inspiration from it.
