[V7] iOS Material Top Tabs Static Auth Flow doesn't render first tab

This issue is a copy of https://github.com/react-navigation/react-navigation/issues/12289 , it was requested to be posted here as it is related to `react-native-pager-view` which is a dependency of Material Top Tabs.

### Current behavior

When using a Material Top Tab as the root element in createStaticNavigation with authentication flow, the first tab is not rendered in iOS when switching between groups. The tab is highlighted.

### Expected behavior

In Web and Android the first tab in the new group is rendered.
