Description
The system `jail.conf` has renamed `ssh-ddos` to `sshd-ddos`, so that has to be reflected in jail.local. The existing `postfix` configuration which is enabled in `jail.local` requires the existence of `/var/log/mail.warn`, which wasn't present on a fresh machine. Either of these issues would prevent the `fail2ban` service from running.

Research direction
Locate jail.local and compare its ssh-ddos and postfix entries with the system jail.conf on Ubuntu 16.04. Check how the referenced mail log path is handled on a fresh machine; done means the fail2ban service can start without either configuration issue.
