Description

Keep the total allocation per project so user can see it - example: 50 hrs for X.
Add a field that starts at 50 hrs and goes down when users add chips (50-4-4-4, etc.)
(goal is to get the hours as close to 0 as possible for users).

Research direction

The issue names no files, tests, or entry points. Start by tracing how projects store total allocations and how users add chips, then determine where the remaining-hours field belongs. Done means a project starts with its allocation and the displayed remainder decreases correctly as chips are added.
