GitHub Action using Cake.Issues.Recipe

For repositories which are not already using Cake for build it would be useful to provide a GitHub Action which abstracts Cake and Cake.Issues away.
Potentionally this can be combined with [super-linter](https://github.com/super-linter/super-linter) or [MegaLinter](https://megalinter.io/) to provide an all-in-one out of the box experience, where super-linter/MegaLinter will take care of calling the linters and Cake.Issues takes care of reporting back to pull requests and creation of reports.
