Add settings to allow configuration of how extension works

Hi Team,

When I write Task name in string I can run debug task over Visual Studio, but when I add static string name, debut task dissapear


Start by reproducing the behavior described in the issue in the Cake Visual Studio extension: compare debugging a task whose name is supplied as a string with one using a static string name. Use the attached screenshot and the issue description as the acceptance reference; the debug task should remain available in both cases.
