Cannot place a block in order to reach the target

Minecraft version: 1.14.4
Baritone version: v1.3.4 i guess, [whatever version is on the README.md under 1.14.4](https://www.dropbox.com/s/rkml3hjokd3qv0m/1.14.4-Baritone.zip?dl=1)
Forge mods (if used): None

I used the command _#mine coal_ore_ and left it running in the background. Came back to baritone trying to place a block in order to reach the coal ore. For some reason it wouldn't. I do have spare blocks in my inventory and in my hotbar. Cancelling and typing the command again yields the same result. [Video showing the issue](https://youtu.be/iyzFb2keH7k)

Start by reproducing the issue with the #mine coal_ore command using the Windows 10, Minecraft 1.14.4 setup described, and compare the behavior with issue #60. Review the 1.14.4 version referenced by README.md and the linked video for the failed placement context. Done means Baritone places an available block and reaches the targeted coal ore.
