[Contribution] Simple Sneak Logic for VeinMiner (1.21.1)

I made an addon that makes Baritone crouch automatically only when it's actually walking and mining. This logic makes it "smart-sneak" so it triggers mods like VeinMiner perfectly without slowing down the bot when it's just standing still or scanning for blocks.

## Settings
There are no settings to configure. You just drop the mod into your mods folder and it works automatically whenever you use the #mine command.

## Context
I had a problem where Baritone wouldn't crouch to trigger VeinMiner on certain servers, and since Baritone doesn't do this normally, I decided to make this. I built this with AI and spent about 3 hours tweaking it to make sure it works right. I've tested it with a bunch of other mods and it doesn't seem to conflict with anything. It works about 80% of the time depending on the timing, and I just thought it would help someone else out who has the same issue.
