Description

## Make baritone behave abit better around water. Ex. Breaking blocks next to liquids/ near flowing liquids instead of trying to outright avoid it.

## Settings
Something like #Allownearbywater that would allow you to tune how much it tries to avoid the closest water source.

## Context
#mine’ing and #Clear functions both suffer issues when baritone runs into a block that’s either next to, or touching flowing water. Sometimes outright cancelling the action. Even running a client side mod with some kind of liquid filler is finicky as eventually there’s a block that’ll be too far out for the client to fill, but not far enough away that it doesn’t start flowing water directly into baritones path, which then causes baritone to cancel. If something could be done about this, it’d mean you get more uptime from baritone when it comes to mining larger sections before it cancels due to an issue. I get that avoiding is also good, but in certain situations it’s avoiding it too much.
