Disallow placing blocks which would redirect the flow of fluids

## Describe your suggestion
Disallow placing blocks that would redirect the flow of fluids. This would prevent a lot of deaths in the nether by preventing lava from pouring on the player caused by a change in flow.

## Settings
Able to turn off/on, able to choose if the rule only applies to water or lava, or both.

## Context
Baritone sometimes dies in very stupid ways, this is one of them.
