Description

So #SkipFailedlayers currently skipping the layer entirely or partially when it encounters a block it can't place(Water/Lava/redstone etc.)
Also a big problem around here is that he will start building a layer even if there's blocks he can't place. And when he comes to a point where he should place a block he can't place he'll skip layer and drop it unfinished even he could finish it with block he has available.

My suggestion is either make a separate setting that will allow Baritone to build all the blocks that he can build in this layer before he'll skip it or make it as a default to #SkipFailedLayers.

Research direction

Start by tracing the existing #skipfailedlayers behavior described in the issue and the layer-building entry point that handles unplaceable blocks. Clarify whether the intended behavior is a new setting or the default, then verify that a layer places all available blocks before being skipped.
