Parkour Over Water

## Describe your suggestion
Baritone should have an option to perform parkour jumps over shallow water. Sometimes the bot already does this, but, it does not do so in series.

## Settings
`allowParkourPlaceWater` - Allow the bot to perform a series of parkour place jumps over shallow bodies of water. (Would probably require `allowParkourPlace`)

## Context
This would allow the bot to traverse over shallow bodies of water much, much quicker.
