Blacklisted blocks don't save and reset everytime when i start mining

## Exception, error or logs
The bot doesn't save blacklisted blocks anywhere making it try to mine and blacklist the same block over and over again.

## How to reproduce
Go to a block that is unreachable and let it blacklist it then after it got cancelled execute the mine command again and it will try to mine the exact same block that got blacklisted.

Start by reproducing the issue with the mine command against an unreachable block on the reported Minecraft and Baritone versions. Trace where the block is blacklisted and what happens when mining is cancelled, then verify that running the command again does not retry the same block and that the relevant behavior is covered by tests.
