## Describe your suggestion
Seems like being able to dynamicly change the block placement penalty would be useful for when the bot has a lot of spare blocks.

## Settings
autoblockplacementpenalty 1 - ignores blockplacementpenalty in preference of an automated system simply based on the amount of spare blocks in the hotbar.

## Context
If the user has 5 stacks of dirt in their hotbar, baritone probably shouldn't care about using a block here and there - especially when bridging to get over gaps. But if the user only has five or six, maybe it's better to save them for when it really needs them - or not to use them at all, since they may be important to the user.
