Zoom Not working at all on Surface Pro devices

Hi,

There is already a Issue with zoom on touch decives that its not that smooth. But i want specifically mention for Surface Pro devices. Zoom does not work at all.

Please let me know if you are aware of this Issue and are working on that so that it will be fixed in future builds.

No file, test, or reproduction steps are named. Start by reproducing the zoom failure on a Surface Pro and tracing the chart's touch and zoom behavior in this JavaScript/D3 repository. Done means touch zoom works on Surface Pro devices and the existing touch-zoom behavior remains functional.
