Feature: Warn for itineraries / huts without access point

Not yet. Raised during the CA monthly.

**Is your feature request related to a problem? Please describe.**
- Today we check that itinerary has an access point but we'd like to check that it's of type Access or Hut
- For huts, we want to check that it has an Access.

**Describe the solution you'd like**
Showing a 'blue banner' similar to that shown on empty documents (ébauche) to focus contributors' attention on the missing associations.
