Document the fuel semantics

By fuel semantics I mean fuel cost of each operation, the stability of the fuel measurement over time, and its relation with the cpu time. I'm pretty sure it's available somewhere, this issue is asking to make it discoverable, for example adding a page in https://docs.wasmtime.dev/
