Add a `npm` package that contains the type definitions of the API.

It would be nice to have a `npm` package that contains the types of all the API exposed to the guest content. The idea would be to use it to use the package to specify the `types` field in `tsconfig` and thus have more accurate compile time errors based on the actual API of StarlingMonkey.
