Verena test fails for windows

The tests fail under windows as can be seen [here](https://github.com/wirthual/deutschland/actions/runs/3304390957/jobs/5453740001)

The reason is under windows somehow the [telephon symbol](https://www.compart.com/en/unicode/U+260E) is not parsed properly.

When I tried to print it I saw something like

Unfortunately I do not have access to a windows machine to dig deeper in a reasonable manner.
