Can Not Upgrade Intel i3-9100 - Flyoobe 1.30 [SOLVED]

I am trying to upgrade Windows 10 22H2 to Windows 11 25H2. I used the Upgrade option on the left panel then selected the Media Creation Tool and English International. I copied and pasted the Win11_25H2_EnglishInternational_x64.iso into the Patch ISO box. Setup checks for update then on the Choose What To Keep screen, it only gives options to Keep Files Only or Nothing. The option to Keep Files, Settings and Apps is grayed out. After reading [https://github.com/builtbybel/Flyoobe/discussions/135](url) I installed CPU-Z. It shows that I do not have PopCnt, but I do have SSE4.2. If I understand correctly, the Intel i3-9100 should have PopCnt. Is there a way to install it, or is there something else that I can do to avoid having to reinstall everything?

This is a dual-boot computer running PCLinuxOS Debian Edition (12 Bookworm) with data on separate drives.
