The installation failed in the SAFE_OS phase with an error during APPLY_IMAGE operation 0x8007000d - 0x2000c

Hi,

i tried to update from W10_22H2 to W11_24H2 on a DELL Precision Tower 3420 core i7.
The setup works well, the blue screen goes to 100%, then reboot.
After reboot it tries to install W11 updates (black screen) but do not go beyond 0% then reboots and reverts changes to W10.
Then i have this error message on W10 after login.

I tried to unplug network cable to be offline during installation, no changes.
I copied the W11 .iso on a USB drive or on C drive, no difference.
BIOS boot mode is UEFI.

Does anyone knows what could be the problem ?
Maybe this computer is just not compatible ?
