FluentCleaner doesn't allow zero selected items

I'm not sure if this is a bug or a feature but if I uncheck _all_ items on the "Windows" and "Applications" tabs and restart FluentCleaner, the selection gets reset some default state with various items pre-selected.
If at least one item is selected in either list, then the entire selection is preserved after restarting FluentCleaner.

Reproduce the issue by unchecking every item on the Windows and Applications tabs, restarting FluentCleaner, and checking whether the selections persist. Trace the selection persistence path used during restart, then verify that both empty lists remain empty while selections containing at least one item are unchanged.
