Hi Dear Developer, I made a translation of your Cleanmgr+ program

Hello Dear Developer!
I made a translation into Russian of the program that I liked - Cleanmgr+
- made a file with encoding as indicated on your site - ANSI (NOTEPAD ++)
- I translated everything into Russian and saved the file
I copied along the specified paths to the Bin folder, but instead of my language I see “incomprehensible symbols” and the coding of the file changed to 1251, and the localization of the menu did not work out.
I tried to convert this file to ANSI, but I can’t do anything. Tell me what to do?
