[bug] timeout job hang indefinitely

Description
Sometimes we will see agents hang in the "Timeing Out" state indefinitely. If tried to stop/force stop from the Agent UI, the agent then the agent will be stuck under (stopping) state (I don't remember if this happen everytime). I usually have to kill agent from AWS directly.
This can totally be due to our end (our code, agent set up), but want to file an issue to see if others have seen similar issue?
