However the section does not actually exist (in IFC2X3 they referred to the base quantities). It should probably be renamed to talk about base quantities, like this:

Open the linked documentation pages for IfcPhysicalComplexQuantity and IfcPhysicalSimpleQuantity and locate the quoted “Quantity Use Definition” sentence. Verify the surrounding terminology against the BaseQuantities references, then update the sentence on both pages so it describes BaseQuantities Qtos; done means the outdated reference to individual IfcBuiltElement subtypes is removed.
