This sentence is found on the docs for [IfcPhysicalComplexQuantity](https://ifc43-docs.standards.buildingsmart.org/IFC/RELEASE/IFC4x3/HTML/lexical/IfcPhysicalComplexQuantity.htm) and ifcphysicalsimplequantity:
> A section "Quantity Use Definition" at individual entities as subtypes of [IfcBuiltElement](https://ifc43-docs.standards.buildingsmart.org/IFC/RELEASE/IFC4x3/HTML/lexical/IfcBuiltElement.htm) gives guidance to the usage of the Name and Discrimination attribute to characterize the complex quantities.
However the section does not actually exist (in IFC2X3 they referred to the base quantities). It should probably be renamed to talk about base quantities, like this:
> The BaseQuantities Qtos at individual entities gives guidance to the usage of the Name and Discrimination attribute to characterize the complex quantities.
